The Penny's Quiet Power: Helping Unlock Millions in State Grants for Pensacola's Fricker Resource Center
The nearly $10 million renovation will bring senior center, career lab, STEM lab and more to 70-year-old community center
Community members, city officials and neighborhood supporters gathered Friday, June 26, 2026 for a groundbreaking ceremony marking the start of a $10 million renovation of the Fricker Resource Center, funded in part by the Local Option Sales Tax.
Escambia County's 1-cent Local Option Sales Tax generates a steady and vital source of funding for a wide variety of public safety, stormwater infrastructure, transportation and recreational and community services.
The L.O.S.T. revenues also serve another important, less visible function: providing the city and county with a reliable source of funds for matching state grants that focus on public capital improvement projects.
The latest brick-and-mortar project benefiting from the penny sales tax revenues is the much-needed renovation of the City of Pensacola's Fricker Resource Center on E Street.
This popular community center is undergoing a $10 million renovation funded by a $5.5 million Hurricane Sally Infrastructure Repair grant. The focus of that grant is hardening the nearly 70-year-old facility, expanding stormwater treatment, and upgrading structural elements that include roof repairs, flooring and kitchen improvements.
A second grant from the Florida Commerce Department provides $4 million focuses on adding modern community services such as a senior center with health-monitoring access, a career learning lab, and a STEM lab.
The "Penny for Progress" sales tax dollars matching the two state grants is $474,543, bringing the entire project total to $10 million.
“The Fricker Resource Center renovation project has the potential to be one of the most transformative initiatives in our department’s history," Parks and Recreation Director Tonya Byrd said. "This investment goes far beyond improving a facility — it represents an opportunity to strengthen an entire neighborhood through expanded services, programs, and resources that directly impact residents’ quality of life."
During a ground breaking ceremony Friday, Mayor D.C. Reeves said the Fricker Resource Center renovation is a "top priority" of the city's sweeping Direction 25 improvement program.
City Councilman Delarian Wiggins, whose District 7 includes the Fricker Center, says the renovation's goal and mission is to "... improve the quality of life for all area residents by providing a wide variety of leisure and cultural activities, special events, and services that encourage health, exercise, fitness, relaxation, enjoyment and learning.”
"Through this renovation, the facility will enhance its capacity to meet the growing needs of the surrounding community," says Wiggins.
Mayor Reeves adds that the project is expected to be completed by summer 2027.
